Chester Arthur was a most unlikely reformer.  

A crucial cog in the political machine of the Empire State's Sen. Roscoe Conkling, Chester Arthur was named by President Grant to the powerful and lucrative post of collector of customs for the Port of New York.  Arthur was removed in 1878 by President Rutherford B. Hayes, who wanted to clean up the federal patronage system.  But when James Garfield of Ohio was nominated to succeed Hayes, he sought to unite his party by picking the stalwart Arthur as running mate.

Six months into the new administration, a deranged office-seeker shot Garfield. Arthur was president. And in a dramatic turnabout, he became the president forever associated with civil service reform, converting the U.S. government into a meritocracy where individuals were hired based upon examinations and advanced based upon merit.
In our time, however, Arthur's achievement has been undone, as a racial spoils system in federal hiring and promotions has been imposed by Democratic presidents, unresisted by Republicans who rarely exhibit the courage to stand up for their principles when the subject is race.
A week ago, an item buried in The Washington Post reported that Obama had "issued an executive order requiring government agencies to develop plans for improving federal workforce diversity."
Obama, wrote Isaac Arnsdorf, is targeting "a problem that has been on the administration's radar. Whites still hold more than 81 percent of senior pay-level positions."
Now, as white folks are two-thirds of the U.S. population, and perhaps three-fourths of those in the 45 to 65 age group who would normally be at senior federal positions, why is this "a problem"?
As no one has contended otherwise, we have to assume that the men and women who hold these top positions got there because of the longevity of their service and the superiority of their skills.
Why is the color of their skin a "problem" for Barack Obama?
As reported here previously, African-Americans are hardly underrepresented in the U.S. government.
Though only 12 percent to 13 percent of the U.S. population, blacks hold 18 percent of all federal jobs. African-Americans are 25 percent of the employees at Treasury and Veterans Affairs, 31 percent of State Department employees, 37 percent of the Department of Education, 38 percent of Housing and Urban Development. They are 42 percent of the Equal Employment Opportunity Commission and Pension Benefit Guaranty Corp., 55 percent of the Government Printing Office, 82 percent of the Court Services and Offender Supervision Agency.
According to The Washington Post, blacks hold 44 percent of the jobs at Fannie Mae and 50 percent of the jobs at Freddie Mac.
The EEOC, where African-Americans are overrepresented by 300 percent, has been asked to oversee the new "government-wide initiative to promote diversity and inclusion in the federal workforce."
I'm not making this up.
Perhaps, while he is battling for a greater diversity of sacrifice and rewards up there on Martha's Vineyard, our president might reflect on another example of the overrepresentation of white males — in the caskets coming home to Dover.
In the first five years of the Iraq war, Asian-Americans were 1 percent of our fallen heroes, Latinos 11 percent, African-Americans 10 percent. White Americans were 75 percent of the dead, and from photos of the fallen in newspapers since, the ratios appear to hold.
Does this overrepresentation of white men in the body bags and caskets coming home bother our commander in chief, who wants fewer white men at the top level of his executive branch?
"Why beholdest thou the mote that is in thy brother's eye, but considerest not the beam that is in thine own eye?" says the Lord in Matthew's Gospel.
Has Obama taken a close look at his hypocritical party on Capitol Hill? Though African-Americans are fully 25 percent of all Democratic voters, in a Senate Democratic Caucus of 53 members, there is not a single black man or black woman.
Well, regretfully, we are told, none was elected
But if liberals believe in affirmative action, why don't Democratic senators practice as well as preach it? Why don't they lead by example rather than by exhortation?
Sens. Dianne Feinstein and Barbara Boxer have been around for decades. Why do they not agree to flip a coin, have one resign, and have Gov. Jerry Brown appoint Rep. Barbara Lee, head of the Black Caucus, to the U.S. Senate?
Why does not Barbara Mikulski, who has been there forever, not stand down and let Maryland Gov. Martin O'Malley appoint Rep. Elijah Cummings of Baltimore to the Senate? Let Chuck Schumer go forth and do likewise, show us what a heroic liberal is, and let Gov. Andrew Cuomo name an African-American to replace him in the Senate.
Senate liberals applaud affirmative action programs that deny white students and white federal workers admissions and promotions they have earned by their labors. But when, ever, has one of these liberals voluntarily made the sacrifice that he demands be imposed upon others?

The White Side Of Blacks In America

Barack says we need to have a conversation about race in America.  Fair enough. But this time, it has to be a two-way conversation.  White America needs to be heard from, not just lectured to.... This time, the Silent Majority needs to have its convictions, grievances and demands heard.  And among them are these:  

First, America has been the best country on earth for black folks. It was here that 600,000 black people, brought from Africa in slave ships, grew into a community of 40 million, were introduced to Christian salvation, and reached the greatest levels of freedom and prosperity blacks have ever known. Jeremiah Wright ought to go down on his knees and thank God he is an American.

Second, no people anywhere has done more to lift up blacks than white Americans. Untold trillions have been spent since the '60s on welfare, food stamps, rent supplements, Section 8 housing, Pell grants, student loans, legal services, Medicaid, Earned Income Tax Credits and poverty programs all designed to bring the African-American community into the mainstream.

Governments, businesses and colleges have engaged in discrimination against white folks -- with affirmative action, contract set-asides and quotas -- to advance black applicants over white applicants. Churches, foundations, civic groups, schools and individuals all over America have donated their time and money to support soup kitchens, adult education, day care, retirement and nursing homes for blacks.  We hear the grievances. Where is the gratitude?

Barack talks about new 'ladders of opportunity' for blacks. Let him go to Altoona ? And Johnstown, and ask the white kids in Catholic schools how many were visited lately by Ivy League recruiters handing out scholarships for 'deserving' white kids...? Is white America really responsible for the fact that the crime and incarceration rates for African-Americans are seven times those of white America? Is it really white America's fault that illegitimacy in the African-American community has hit 70 percent and the black dropout rate from high schools in some cities has reached 50 percent?

Is that the fault of white America or, first and foremost, a failure of the black community itself?

As for racism, its ugliest manifestation is in interracial crime, and especially interracial crimes of violence. Is Barack Obama aware that while white criminals choose black victims 3 percent of the time, black criminals choose white victims 45 percent of the time?

Is Barack aware that black-on-white rapes are 100 times more common than the reverse, that black-on-white robberies were 139 times as common in the first three years of this decade as the reverse?

We have all heard ad nauseam from the Rev. Al about Tawana Brawley, the Duke rape case and Jena. And it all turned out to be hoaxes. But about the epidemic of black assaults on whites that are real, we hear nothing.

Sorry, Barack, some of us have heard it all before, about 40 years and 40 trillion tax dollars ago.

On Friday, the President delivered surprise remarks to the press about the Trayvon Martin case and race in general. His main point: a plea for understanding.
OBAMA: There are very few African-American men in this country who haven't had the experience of being followed when they were shopping in a department store, that includes me. I don't want to exaggerate this but those sets of experiences inform how the African-American community interprets what happened one night in Florida.
O'REILLY: And that's true. Many black Americans harbor at least some resentment for past injury. But what President Obama surely knows is that you cannot reach a fair criminal verdict or design effective public policy that solves present problems by dwelling on the sins of the past. "Talking Points" believes the President was correct in addressing the race issue and framing it with the Martin case. He's the leader of America and the country is talking about this.
By the way, when you hear a pundit or politician saying we should have a quote, "conversation" about race, that means you are in for a sea of bloviating which will likely lead nowhere.
The sad truth is that from the President on down, our leadership has no clue, no clue at all about how to solve problems within the black community. And many are frightened to even broach the issue. That's because race hustlers and the grievance industry have intimidated the so- called "conversation," turning any valid criticism of African-American culture into charges of racial bias.
So many in power simply walk away leaving millions of law abiding African-Americans to pretty much fend for themselves in violent neighborhoods. You want racism? That's racism.
Thus, it is time for some straight talk, and I hope the President is listening tonight because we need him to lead on this issue.
Trayvon Martin was killed because circumstances got out of control. He was scrutinized by a neighborhood watchman, George Zimmerman, because of the way he looked. Not necessarily his skin color, there is no evidence of that but because he was a stranger to Zimmerman and was dressed in clothing sometimes used by street criminals.
It was wrong for Zimmerman to confront Martin based on his appearance. But the culture that we have in this country does lead to criminal profiling because young black American men are so often involved in crime, the statistics overwhelming.
BUT HERE IS THE HEADLINE: young black men commit homicides at a rate 10 times greater than whites and Hispanics combined. When presented with damning evidence like that, and like the mini-holocaust in Chicago where hundreds of African-Americans are murdered each year the civil rights industry looks the other way or makes excuses. They blame guns, poor education, lack of jobs, rarely do they define the problem accurately. So here it is. The reason there is so much violence and chaos in the black precincts is the disintegration of the African-American family.
Right now about 73 percent of all black babies are born out of wedlock. That drives poverty. And the lack of involved fathers leads to young boys growing up resentful and unsupervised. When was the last time you saw a public service ad telling young black girls to avoid becoming pregnant? Has President Obama done such an ad? How about Jackson or Sharpton? Has the Congressional Black Caucus demanded an ad like that? How about the PC pundits who work for NBC News?
White people don't force black people to have babies out of wedlock. That's a personal decision; a decision that has devastated millions of children and led to disaster both socially and economically. So raised without much structure, young black men often reject education and gravitate towards the street culture, drugs, hustling, gangs. Nobody forces them to do that; again, it is a personal decision.
But the entertainment industry encourages the irresponsibility by marketing a gangster culture, hip hop, movies, trashy TV shows to impressionable children. In fact, President Obama has welcomed some of the worst offenders in that cesspool to the White House when he should be condemning what these weasels are doing. These so-called entertainers get rich while the kids who emulate their lyrics and attitude destroy themselves.
And then there is the drug situation. Go to Detroit and ask anyone living on the south side of the eight-mile road what destroyed their city? They will tell you narcotics. They know addiction leads to crime and debasement. But what do the race hustlers and limousine liberals yell about? The number of black men in prison for selling drugs. Oh, it's so unfair. It's a nonviolent crime and blacks are targeted. That is one of the biggest lies in the history of this country.
The thugs who sell hard drugs, no matter what color they are, deserve to be put away for long periods of time. They sell poison, they sell a product that enslaves and kills. They are scum.
When was the last time you heard the Congressional Black Caucus say that? How about Jackson and Sharpton? How about President Obama?
The solution to the epidemic of violent crime in poor black neighborhoods is to actively discourage pregnancies out of marriage, to impose strict discipline in the public schools, including mandatory student uniforms, and to create a zero tolerance policy for gun and drug crimes imposing harsh mandatory prison time on the offenders.
And finally, challenging the entertainment industry to stop peddling garbage. Hey listen up you greed heads, if a kid can't speak proper English, uses the "f" word in every sentence, it's disgraceful, it's disrespectful -- it's disrespectful in his or her manner. That child will never, never be able to compete in the marketplace of America... never. And it has nothing to do with slavery. It has everything to do with you Hollywood people and you derelict parents. You're the ones hurting these vulnerable children.
You want a conversation, you got it. You want a better situation for blacks, give them a chance to revive their neighborhoods and culture. Work with the good people to stop the bad people. Pumping money into the chaos does little. You can't legislate good parenting or responsible entertainment. But you can fight against the madness, with discipline, a firm message and little tolerance for excuse-making.
It is now time for the African-American leadership, including President Obama to stop the nonsense. Walk away from the world of victimization and grievance and lead the way out of this mess.

Justice in America For Antonio West



Hello. Don’t recognize me? That’s OK; I understand.  My name was Antonio West.  I was the 13-month old child who was shot in the face at point blank range by two black teens, who were attempting to rob my mother, who was also shot.  I think my murder and my mommy’s wounding made the news for maybe a day, and then disappeared.

A Grand Jury of my mommy's peers from Brunswick, Georgia ruled the black teens who murdered me will not face the death penalty... too bad it was me who got the death sentence from my killers instead, because Mommy didn’t have the money they demanded.

See, my family made the mistake of being white in a 73% non-white neighborhood, but my murder wasn’t ruled a ‘hate crime’.

Oh, and President Obama didn’t take a single moment to acknowledge my murder.  He couldn’t have any children who could possibly look like me - so why should he care?

I’m one of the youngest murder victims in our great Nation's history, but the media didn’t care to cover the story of my being killed in cold blood.

There isn’t a white equivalent of Al Sharpton, because if there was he would be branded a ‘racist’.  So no one’s rushing to Brunswick, Georgia to demonstrate and demand ‘justice’ for me. There’s no ‘White Panther’ party, either, to put a bounty on the lives of the two black teens who murdered me.

I have no voice, I have no representation, and unlike those who shot me in the face while I sat innocently in my stroller - I no longer have my life. Isn’t this a great country?

So while you’re out seeking ‘justice for Trayvon’, please remember to seek ‘justice’ for me. Tell your friends about me, tell you families, get tee-shirts with my face on them, and make the world pay attention, just like you did for Trayvon.

I won’t hold my breath. I don’t have to anymore.
